Hawaii Pet Entry Requirements — What You Need to Know Before You Fly

Traveling to Hawaii with a dog requires advance planning, paperwork, and strict health requirements. Hawaii is the only rabies-free state in the U.S., which means pets must follow specific vaccination, testing, and documentation rules before entering the islands. If you’re planning on bringing your dog to Waikiki, here’s exactly what you need to know.

The Hawaii 5-Day-Or-Less Program allows qualifying dogs to bypass the standard 120-day quarantine and be released in 5 days or fewer. Most dogs traveling from the mainland qualify — but the paperwork must be completed correctly and in advance.

  • Microchip (ISO 11784/11785 compatible) implanted BEFORE the rabies vaccination
  • Two rabies vaccinations — the second must be administered at least 30 days after the first, and at least 90 days before your OIE-FAVN blood test
  • OIE-FAVN rabies blood test with a result of 0.5 IU/mL or higher, completed at an approved lab
  • Blood test must be taken at least 90 days before arrival
  • Health certificate issued by a USDA-accredited veterinarian within 14 days of travel
  • Honolulu (HNL) is the most common port of entry and has the most streamlined pet inspection process. Direct Airport Release is also available at Kahului (OGG), Kona (KOA), and Lihue (LIH) for qualifying dogs.
  • Arrive on an approved airline with advance notice to Hawaii’s Animal Industry Division
  • The entire process typically takes 4–6 months to complete properly if you’re starting from scratch. Don’t leave it until the last minute.
